(Washington, DC) — Mayor Vincent Gray is getting ready to deliver his first-ever State of the District address . Mayor Gray will come to the podium tonight with a 31-percent approval rating. While staffers say he’s expected to talk about the budget, Washingtonians may be more interested in hearing about the state of corruption in the city. Gray’s been plagued by scandalous accusations, including that he offered a former rival a city job if he helped him get elected.
