<p>VIA THE WASHINGTON POST:</p>
<p>The cost of shuttering federal government offices for five days during this winter&#8217;s back-to-back snowstorms was an estimated $71 million a day, tens of millions less than previously estimated, the official responsible for the shutdown told a congressional committee Tuesday.</p>
<p>Officials had earlier estimated that the federal shutdowns cost about $100 million a day in lost productivity. But Office of Personnel Management Director John Berry said the government was able to salvage some of that loss, in part because of the growing number of federal employees who can work remotely.</p>
<p>Berry said he is trying to increase the number of federal workers eligible to telework by 50 percent from fiscal 2009 to fiscal 2011. In the coming years, he said, he hopes that the federal government can get out of the business of closing for snow emergencies and instead declare &#8220;mobile work days&#8221; while continuing to &#8220;conduct business as usual.&#8221;</p>
<p>Berry spoke to a House Transportation and Infrastructure subcommittee, chaired by Del. Eleanor Holmes Norton (D-D.C.), who quizzed emergency management officials from Maryland, Virginia and the District about their response to the crippling weather. The snowstorms brought the typically bustling capital and its suburbs to a bleak standstill.</p>
<p>Norton expressed concern about the implications of future natural disasters or terrorist attacks if planning was not more detailed and coordinated.</p>
<p>&#8220;The military doesn&#8217;t throw a bomb and say let&#8217;s see where it hits. I&#8217;m afraid that it was a war against the snow, and the snow had a whole lot more on its side to win,&#8221; Norton said.</p>
<p>Berry &#8212; who took heat from some residents about his decision to reopen the government the Friday after the last storm, contributing to widespread commuting problems &#8212; defended the calls he made, saying, &#8220;I think we made the right decision each and every day. You&#8217;re going to get flak no matter what you do.&#8221;</p>
<p>While the federal government and many county governments were closed for the first two workdays after the February storms, the D.C. government remained open, prompting criticism from many city employees stranded in their neighborhoods.</p>
<p>&#8220;Do you believe it might have been wiser to close it down? Would you do it differently?&#8221; Norton asked Millicent Williams, director of the D.C. Homeland Security and Emergency Management Agency.</p>
<p>Williams said the city is reviewing its response, including the decision to keep government running for all but two days during the storms.</p>
<p>&#8220;We don&#8217;t think we&#8217;re perfect, and certainly we&#8217;re learning every day,&#8221; Williams said. &#8220;If we were to do it again, I&#8217;m not sure that the decision would be the same.&#8221;</p>
<p>Similar questions were posed in a briefing in Prince George&#8217;s County on Tuesday, where County Council members shared their experiences &#8212; as well as those of their constituents, relayed via a deluge of phone calls and e-mails &#8212; with the officials responsible for roads and public safety.</p>
<p>Council member Ingrid Turner (D-Bowie) said she saw contracted trucks being driven around neighborhoods &#8220;with their blades up,&#8221; not plowing. Council member Camille Exum (D-Seat Pleasant) asked what would be done to address curbs and drains damaged by heavy equipment. Council Chairman Thomas E. Dernoga (D-Laurel) said he &#8220;couldn&#8217;t count the number of people who told me that they hadn&#8217;t seen a plow all year.&#8221; And council member Tony Knotts (D-Temple Hills) disputed a claim that all who made calls about medical issues got help.</p>
<p>Haitham Hijazi, director of the county&#8217;s Department of Public Works and Transportation, said that his workers did the best they could to clear roads but that equipment and staffing were extremely limited.</p>
<p>&#8220;Given the existing resources . . . we&#8217;ve done fairly well for Prince George&#8217;s County citizens,&#8221; Hijazi said. &#8220;I&#8217;m not going to sit down here and say we had no challenges or issues.&#8221;</p>
<p>Hijazi recommended that the county keep additional contractors on retainer to call on during snow emergencies, buy more equipment and plow entire subdivisions before moving on rather than just their main streets.</p>
<p>Prince George&#8217;s officials estimate having gone about $9 million to $10 million over their snow-removal budget for the year. A spokesman for County Executive Jack B. Johnson (D) said the county will have to pass a supplemental budget this fiscal year to close the hole, which will involve spending funds earmarked for storm water management and dipping into county reserves. </p>

<p>Crews are still cleaning up from last week&#8217;s back-to-back blizzards as another storm system moves closer to the D.C. region.</p>
<p>For the third time in 10 days, D.C. mayor Adrian Fenty has declared a snow emergency beginning at 9 a.m. Monday responding to a storm that could bring up to four inches of snow to the area.</p>
<p>The wintry mix of snow and rain is expected to start between 11 a.m. or 12 p.m. Forecasters say we could get anywhere from a light dusting to the full four inches.</p>
<p>The District&#8217;s snow emergency prohibits parking on snow emergency routes and major roadways. If you do, you could get ticketed and towed.</p>
<p>The D.C. Department of Transportation crews have already started treating the roads. Crews will continue to work in 12-hour shifts, clearing roads and residents are urged to avoid driving so they can clear the roadways.</p>
<p>The goal is to open more lanes and avoid a repeat of last Friday&#8217;s nightmarish commute after snow packed roads backed up traffic for hours across the region.</p>

<p>TWO-DAY SNOWFALL TOTALS FROM TUESDAY, FEBRUARY 09, 2010 AND WEDNESDAY, FEBRUARY 10, 2010</p>
<p>With the 10.8 inch two-day snowfall total measured at Ronald Reagan Washington National Airport Wednesday the seasonal snowfall total in Washington, D.C. now stands at 55.9 inches. Preliminarily this breaks the previous all-time seasonal snowfall record for Washington, D.C. of 54.4 inches set in the winter of 1898-99. Official snowfall records for Washington, D.C. date back 126 years to 1884.</p>
<p>With the 19.5 inch two-day snowfall total measured Wednesday at Baltimore Washington International Thurgood Marshall airport the seasonal snowfall total in Baltimore now stands at 79.9 inches. Preliminarily this breaks the previous all time seasonal snowfall record for Baltimore of 62.5 inches set in the winter of 1995-96. Official snowfall records for Baltimore date back 118 years to 1893.</p>
<p>With the 9.3 inch two-day snowfall total measured yesterday at Dulles Airport the seasonal snowfall total now stands at 72.8 inches. Preliminarily this breaks the previous seasonal snowfall record for Dulles of 61.9 inches set in the winter of 1995-96. Official snowfall records for Dulles date back 48 years to 1962.</p>

<p>The second of back-to-back blizzards that smothered the East Coast and eclipsed seasonal snowfall records with more than a month of winter remaining had tapered off by Thursday, although governments and schools remained closed to contend with the aftermath.</p>
<p>In Washington, D.C., the federal government planned to be closed for a fourth straight day, while city agencies and schools in the hardest-hit regions also scored snow days. The nation&#8217;s capital joined Philadelphia and Baltimore in logging their snowiest winters in history.</p>
<p>&#8220;It seemed extreme, what they were predicting,&#8221; said custodial worker Robert Valasquez, of South Philadelphia, as he walked to a downtown subway station on Wednesday afternoon for a ride home from his job. &#8220;How am I going to get to work tomorrow? I don&#8217;t even know if it will be possible.&#8221;</p>
<p>Road crews worked to clear Interstate 76 and I-676 in Philadelphia, which closed Wednesday to leave the city of 1.5 million residents with only one usable major artery. Elsewhere, emergency officials in eastern Pennsylvania reported more than 200 vehicles, mostly trucks, stranded for half of Wednesday along I-78 as snow was falling at about 2 inches an hour. Berks County Emergency Services Director Theodore Cole said gasoline, food and water were delivered to the stranded drivers before plows could clear paths for them by midnight, but the roadway remained closed.</p>
<p>In northeast Maryland, staffers at the Harford County Emergency Operations Center fielded several calls per minute from residents struggling to meet the financial demands of a second snowstorm just days after the first. One woman called to say she couldn&#8217;t afford to stay at her motel another night and was about to be evicted. Homeless shelters were full, forcing the county to pay for motel rooms for some people.</p>
<p>&#8220;We really can&#8217;t have people pushed out into the snow,&#8221; said Scott Gibson, the county&#8217;s director of human resources. &#8220;The motels are our second line of defense.&#8221;</p>
<p>There was plenty of work to be done before New Jersey could return to normal after the latest blizzard. Electric crews were working to restore power to 80,000 homes and businesses that lost electricity, but the NJ Transit agency said it planned to resume bus routes Thursday morning and open nearly all train stations so residents could try to get to work.</p>
<p>In neighboring New York, however, Mayor Michael Bloomberg gave the city&#8217;s 1.1 million public school students only their third snow day in six years. Bloomberg said the city was working overtime to clear streets and plow major thoroughfares in time for Thursday&#8217;s morning rush hour.</p>
<p>Some New Yorkers and tourists took advantage of theater tickets discounted to fill empty seats. &#8220;Wicked&#8221; had a $61.25 &#8220;snow-day&#8221; special. There were $31.50 tickets at &#8220;Mamma Mia!&#8221; &#8220;Hair&#8221; trumpeted $40 tickets for students with valid ID. Good seats at those shows usually sell for $100 or more.</p>
<p>George and Natividad Sanchez trudged over slushy sidewalks in boots, parkas and scarves to take their 2-year-old daughter to see &#8220;Sesame Street Live: When Elmo Grows Up.&#8221;</p>
<p>&#8220;I didn&#8217;t want to disappoint her,&#8221; George Sanchez said as the family arrived for the show at a theater in Madison Square Garden.</p>
<p>For many families, the first storm was a fun weekend diversion. People even went skiing past Washington&#8217;s monuments. But Wednesday&#8217;s blizzard quickly became a serious safety concern. The Pennsylvania governor shut down some highways, including eventually I-78, and warned that people who drove were risking their lives.</p>
<p>&#8220;Increasing winds are causing whiteout conditions in many areas of the state,&#8221; Gov. Ed Rendell said early Thursday, after reopening three highways.</p>
<p>As of Wednesday, Baltimore had 72.3 inches so far this winter, the Washington area had 54.9 inches and Philadelphia had 70.3 inches. The previous records for snowiest winters were 62.5 inches in Baltimore in 1995-96; 54.4 inches in Washington in 1898-99; and 65.5 inches in Philadelphia in 1995-96.</p>
<p>The streets of downtown Philadelphia were nearly vacant as people heeded the mayor&#8217;s advice to stay home.</p>
<p>Entrance ramps to closed highways were blockaded, and the Pennsylvania National Guard had Humvees stocked with food and blankets ready to help anyone who got stuck. Earlier in the day, about 25 vehicles were involved in two pileups on snowy Interstate 80 in central Pennsylvania. One man was killed, and 18 people were injured.</p>
<p>&#8220;For your safety, do not drive,&#8221; Rendell said. &#8220;You will risk your life and, potentially, the lives of others if you get stuck on highways or any road.&#8221;</p>
<p>Two other people were killed when their snowmobile struck a moving vehicle at an intersection in Lancaster, Pa. Michigan authorities said the storm contributed to at least four traffic deaths there.</p>
<p>In Virginia, where some areas had snow totals exceeding 30 inches from the two storms, winds were howling at 50 mph and temperatures were plunging. Gov. Bob McDonnell urged people to stay indoors.</p>

<p>With the snow blizzard of 2010 re-upping on last night and continuing into today, weather predictions estimate that at least 6 inches of added snow will lay on the ground once the snow fall ceases. This unprecedented snow fall that began last Friday, stopped on Saturday and picked up again last night has affected local businesses in the worst way.</p>
<p>While residents of the DC, MD and VA area are cautioned to stay inside and off the roads to help plow trucks remove snow from streets as easy as possible, local businesses are feeling the brunt of fewer customers to their establishment. In addition, those currently unemployed are unable to travel to job interviews for potential new employment due to the patchy roads and the stoppage of Metro.</p>
<p>&#8220;I had two interviews this week,&#8221; said Maryland resident, Rene Jacobs. &#8220;Now, because of the snow, I couldn&#8217;t make it. One place called me to reschedule, but the other one didn&#8217;t. I hope I didn&#8217;t lose a chance at a job.&#8221;</p>
<p>Those who have employment may be economically impacted as well. While those who are salaried employees with leave are able to take off during these snow days and still receive their regular paychecks, those who work for an hourly wage or as contractors are feeling the economic brunt of this week&#8217;s snow closures.</p>
<p>&#8220;I work a job where I get paid only when I come in,&#8221; says one DC resident who did not wish to share his name. &#8220;Because of the snow, my work place is closed. So, I don&#8217;t get paid. I can&#8217;t work even if I wanted to. I am going to be hurting after all of this.&#8221;</p>
<p>This winter blast has contributed to over 20 inches of snowfall, the largest levels to hit the DC area this century. The snow has contributed to numerous closings of the federal government, local school districts and private industry.</p>

<p>VIA THE WASHINGTON POST:</p>
<p>We are living through some of the most extreme winter weather we&#8217;ll ever experience in the metro region this morning. Heavy snow, winds exceeding 40 mph, and true whiteout conditions have paralyzed the entire region and steady snow will continue for a couple more hours or so (longer north and east of the District). Blizzard warnings span northern Virginia, the District and the entire state of Maryland. With the falling snow and wind, temperatures have plummeted into the low 20s with wind chills in the single digits.</p>
<p>Steady, wind-driven snow continues through much of the area though the snow is decreasing in coverage and intensity south of Fairfax County and Loudoun County. As the powerful storm off the Delmarva peninsula lifts northward, the snow will slowly diminish from southwest to northeast this afternoon. But even as the snow tapers off, blowing and drifting snow is possible through the day.</p>
<p>Snowfall totals so far for the storm have generally been from 7-9 inches in the immediate metro area, with some higher amounts to the north and northeast. Though we don&#8217;t have an official total for DCA, the snow from this storm is surely bringing its seasonal total close to that of 1898-1899 (54.4&#8243;), the snowiest winter on record.</p>
<p>As the National Weather Service advised earlier, please stay off the roads in these dangerous conditions.</p>
