Billboards in seven states are flashing a composite sketch and a toll-free number. It’s the latest in an effort to catch the suspect linked to more than a dozen cases, including Halloween night attacks on two northern Virginia teens. Detectives also launched a website, EastCoastRapist.com, for people to leave tips online.
